Houston, maybe.
Houston is fairly liberal, and that marked area looks to be just east of Houston proper (although it’s hard to be sure with the low res). I don’t think that’s it.
Harris County (contains Houston) is grey on this map.
IIRC Houston is very purple, if not blue
i believe there 4 counties that sustain the welfare state of texas economically, and houston is one of them.
