Those countries could choose between siding with NATO and siding with Russia and they chose to side with NATO because Russia is antagonistic and untrustworthy. It wouldn’t matter if Russia had been lied to because if Russia had been a reliable ally to its neighbors there wouldn’t have been a NATO expansion. Russia getting fenced in is their own doing.
Calling Russia imperialist is DARVO. Those states are US vassals, and it’s tragicomic everyone talks about sovereignty and standing up to the US while kissing the ring as the US abuses them.

That’s why it only took the US half a century, the Ukrainian war and direct threat from Putin himself to have Finland and Sweden become a part of NATO?
