Finland’s entire public sector will be operating on an Artificial Intelligence (AI) basis by 2031, according to Juha Majanen, Permanent Secretary of the Ministry of Finance.

“AI will essentially replace humans,” Majanen confirmed.

[You can downvote the messenger but doesn’t make the plans less likely to go through - this is what the highest officials and agencies are pushing for and it is already happening e.g. at Vero and at Kela where “Salesforce for Public Sector” (now called “Agentforce Public Sector”!) will provide the software which is defined so that human users can be replaced by AI “users”: “Public Sector Solutions is a secure platform to rapidly deploy mission-specific AI agents and apps that help public sector teams do more with limited resources.” https://www.salesforce.com/government/solutions/]

You are very optimistic if you don’t think they will let the AI run practically without oversight in the name of streamlining. In theory there will be a few people in control like Majanen himself, but does he have the time, the will or the patience to actually check what the AI agents do? Oh, no-one has.

I’m more concered with vendor lock-in to some american megacorp.

There is likely some things that can be made more efficient here with ai but the schedule is not going to be that fast and it is not going to replace humans from all roles. Mistakes are going to be made with or without ai and humans need to be heard when that happens, it is not enough to fix the mistake. Having used ai a lot, it is also very frustrating if you don’t control the system and it goes to a state where it is quite certain but wrong.

Biggest ai gains could come from competent programmers being available due to having been fired from hubris driven private sector

Interesting thoughts! Their plan is to build their own middleware and then on top of that. This way, they should be able to switch the AI provider underneath the middleware and hopefully avoid lock-in.

I also heard an interview of the ministry and they foresee their customer service AI agents talking to the citizens’ AI agents. Also, they hadn’t considered that citizens should be consulted on this change - “the minister is in charge here”. I doubt the minister understands much about IT or AI.

Minister might also not understand humans. It is important to build the services for those who actually have problems. Those of us with resources can manage or just skip trying to get every last penny if it seems too difficult.
