Twitch is requiring new Affiliates, before their first payment, to give government photo ID and a separate photo to Persona, the same Persona that has connections to government mass surveillance programs. Like, what privacy are you expecting when money is exchanging hands between a major company and a person - one that is required to track all those details and hand them to their government?
I can’t remember the hosts name, but I did get asked to send my DL to a hosting service. I did a free trial and tried to sign up, at the end I was asked to send a picture of my DL. I told them I would find a host that knew what they were doing, and deleted my account. This was probably five or six years ago, too. I do agree though, no other host has tried to pull this on me.
Hetzner requires ID these days, not sure if it’s for all new accounts or based on some sketchy algorithm but it’s happened to more than one person I know.

You sure it’s not your BANK requiring it to verify your identity because you used a credit card?

I needed my driver’s license to prove that I was who I said I was with my credit card with ionos.
Crazy. I had Hetzner, Vultr, Linode, Rackspace (back in the day when they did that), never had to prove my identity.
Maybe things changed?
Hetzner asked me for my passport. I just signed up yesterday out of curiosity.
