Venezuela’s government and the 2015 National Assembly wrapped the second day of talks in Caracas on Friday, creating a Technical Table for Freedom of Expression.
The delegations of the Government National and the National Assembly of 2015 concluded the second day of negotiations on Friday, marking the second cycle of the dialogue table in Caracas.
A joint communiqué outlined the key agreements reached during this session.

The Government delegation included Jorge Rodríguez, president of the National Assembly, alongside ministers and deputies such as Ana María San Juan, Jorge Arreaza, América Pérez, Génesis Garvett, and Pedro Infante.
The 2015 National Assembly delegation was led by former deputy Dinorah Figuera, accompanied by Marco Aurelio Quiñones, Ramón López, Jorge Millán, Juan Miguel Matheus, and Sergio Vergara.

Technical Table Established
The document highlighted the Executive National’s decision to lift restrictions on digital portals, enhancing access to information. The communiqué also announced the establishment of the Technical Table for Freedom of Expression, Plurality of Thought, and Right to Information. This table will engage in consultations, guarantees, and verification of progress with all stakeholders and the general community.
The communiqué also detailed the formation of a bipartisan follow-up commission to ensure the continuous fulfillment of agreements and commitments between the two delegations. The parties will remain in permanent session until September 23, with updates on progress to be communicated promptly.
During the first cycle of talks, which concluded on August 12, the parties agreed on immediate actions in response to the double seismic emergency of June 24. They also approved a methodology for institutional functioning and established two technical tables: one for addressing the seismic emergency and another for strengthening democracy, the judiciary, and electoral processes.
The ongoing dialogue between the Government and the 2015 ex-deputies delegation underscores a commitment to addressing critical issues facing Venezuela, including the aftermath of the earthquakes and the promotion of democratic principles. The establishment of the Technical Table for Freedom of Expression is a significant step forward in ensuring open communication and access to information, crucial for the country’s recovery and development.
