    Can have only 3 creatures in a deck to guarantee effect, but needs to be something horrible, which is hard in white.

      It’s especially tricky because the creatures enter for you, then you give them away. That makes harmful enters abilities not work because they would trigger for you, not the opponent receiving them.

      You could ban creatures (mostly):

      Grid Monitor Steel Golem Geist-Fueled Scarecrow Marble Titan

      Or just give stuff that’s painful for goading:

      Galactus, Devourer of Worlds Ulamog's Crusher Ulamog, the Infinite Gyre
