Mattel usually reuses their face sculpts and just paints them differently. This one is called Simone.
I had this Simone, but I always liked the one from Barbie Looks that my wife has. There’s something about this fierce look.
But recently, my wife found someone selling her head without a body for cheap. Looks 10 has an articulated body, so she is commonly used as a body donor for other dolls. It’s just that there aren’t many articulated dolls with this deep black skin tone. Most Black dolls are more on the brown side. For example, here she is alongside Barbie Basics 09:

Luckily, I dislike Mattel bodies anyway, so we decided to buy it and swap the head with my old Simone’s. I gave the old head to my wife. I just don’t like having many dolls. I feel like I’d play with them less that way 🙂

And a few more photos just for fun:

Because black little girls too should be exposed to unnatural distorted images of the female body and start having complexes at an early age.
These dolls are not playline dolls, they’re for grownup people.
And there are many kinds of doll bodies, including curvy (you can see one on the Barbie Basics 09 I showed).
