Gmail always ignored .. It’s more likely that people don’t understand how email and/or names work and just assume their Sean Conner is the only Sean Conner that obviously has the email address seanconner@gmail.com.
No, sean.conner used to be treated as a distinct account from seanconner, but then that behaviour changed to ignoring the dots, unless the dotted and non-dotted addresses had already been created as separate accounts before the change.

Since Gmail came out in April 2004, if it wasn’t there since the very beginning it was there since gmail had only a metaphorical handful of users.
