It’s a federal crime to prevent a congressperson from conducting their duties, madly.
Simple, have them arrested and delivered to the Ohio trial. That way you are not preventing them from conducting their duties but actually helping perform two (obeying the arrest and testifying at the court), so there’s no foul.
As that prevents them from voting in the house expect federal agents to forcibly remove him from custody.
Have him mail his vote. Or hve him attend the voting in cuffs.

Not even a comment either way on the quality of this specific reporting, but the first-person, openly adversarial but not hostile, “the people want to know” style of reporting is what we need more of.
