Edit: From the site: Clean-room: implemented from public specs and observed behaviour only. No proprietary code, shaders or assets.

More likely is that there are already many open source tools that mimic adobe’s tools already. So the request could be for photoshop feature X, but you get laundered GIMP for X instead.
It’s a clean room port because presumably they didn’t decompile or have access to the code.
