The solution will be steroids, which lead to angry behaviour and allows the soldiers to do heinous, unconscionable acts during their “'roid rage” phase. Addicted soldiers are the most loyal soldiers for the one who feeds them their juice. War. O, discordia!
Military has a long history of hardcore drugs. I agree with eureka and just want to add that drug-funded or drug-spurred wars, large and small, have been around for at least two thousand years. One would like to think that we would be beyond that by now but perhaps not.
