A pants has a length and a circumference. Both can be measured in cm. How about putting both numbers on the size label and drop the random numbers they use now?
Same applies for other cloths, all of those have a few specific measuring points. Again perfectly measurable and expressable in cm.
Jeans are like that. Width and length. They still doesn’t fit everyone easily.
Yeah, you’ve got those of us with a big ass, wide hips, and small waist, and people with the inverse.
