To be fair this presidency is showing the flaws in our system. Too much of our society is based on “rules” not law. A president can change the rules in an agency as long as they follow the law*. Basically congress needs to step up and codify many of these rules.

*That’s how it’s supposed to work, but you know Trump and the Supreme Court are not great
