I don’t know, but I would guess getting out. They’ve been practically sieged at this point, with massive lines of fuel and resources trying to get in (and frequently being blown up). Resources are being rationed, so I’m guessing a lot more people are leaving than entering. Anyone entering is stupid.

Hence why I was asking. There were still Russians trying to vacation there and thinking it belonged to them.
