      If a military force acting under government orders board a vessel it is never piracy. It is an act of war.

      "Okay, but that's worse. You do see how that's worse, right?"

      The circled word isn’t “pirate”, it’s “hijack”. Though, it would also work, since I don’t see the us being called corsairs either.

      It doesn’t say that the somalis “pirated” the ship, but hijacked it. Whether it constitutes piracy or not isn’t the question here.
