A Brazilian Intelligence Agency (ABIN) report says the United States would intervene in Brazil’s presidential election on Oct. 4, aiming to reorient Latin America’s political and economic vision.
A higher risk level is flagged, according to the report, with a U.S. presence in the region potentially rupturing Brazil’s relations with China and leading to trade tensions over tariffs imposed on Brazilian products.
Titled “Threats to the 2026 Electoral Process,” the document was sent confidentially to the Presidency of the Republic, the Superior Electoral Court (TSE) and the Ministry of Justice.
ABIN stresses that the measures are justified by arguments that Brazil “has not acted in good faith” in its negotiations, following instructions from President Luiz Inácio Lula da Silva, according to U.S. Secretary of State Marco Rubio.
Washington’s demands, the report adds, include Brazil ensuring that “political dissidents” are not stopped or arbitrarily restricted from taking part in the electoral process. That appeared in a draft of commitments.

The diplomatic escalation came after Washington labeled Brazilian criminal organizations as terrorists and, in July, announced sanctions on citizens and companies in Brazil and Portugal, in some cases curbing economic growth
The Lula government has played down Washington’s pressure and triggered trade reciprocity mechanisms in response to the U.S. measures.
